SYNOPSIS
India is a developing country, of late a lot of developmental projects have being implemented. Ever wondered the amount of resources pooled in to support and sustain the projects? Where does it come from? How is it generated? This study is to better understand the types of resources required, how to mobilise it. Policies put forth to implement it.
For any project to get implemented three main resources are very important
- Money
- Manpower
- Land
This study would be the assessment of these resources, the focus will be on fiscal, land and manpower resource mobilization. The study will be based on formulation of two different types of plans and realistic assessment of the impact of economic liberalisation on the method of financing urban development.
The next area of focus will be the projects and schemes. The financial plans, strategies for cost recovery, choosing the correct projects out of alternate proposals and a system to report financial performance for mid-course correction will also be touched upon. Innovative approach to tax collection and land utilization will also be looked into. Land based non property taxes adoption to generate resources, different types of charges levied in it, is there a need for it?, will be assessed. Fiscal transfer between central and local authorities, how is it being adopted in certain states.
Also how a land can be used as a resource and innovative methods adopted by different regional governments or authorities in India for the same (land pooling, TDR and TPS) .Even though these methods are vast subjects by itself, basic information and adoption methods will the main area of focus.
Lastly manpower resources for preparation, implementation, monitoring and review of various plans by local authority, basic frame work to carry out the implementation, staff pattern for preparation and implementation of plans for different types of cities, policy options for manpower mobilization and general policy for manpower development like introducing under graduate programs in urban and regional planning will be discussed.
